【摘要】近年來,海綿城市的規(guī)劃建設(shè)受到了規(guī)劃界越來越多的關(guān)注,而如何將海綿城市理念融入到城市規(guī)劃的各個部分是值得研究的重點。基于此,文章以成都市雙流縣城市拓展區(qū)為例,從編制流程、編制內(nèi)容兩方面梳理和總結(jié)出一套在控制性詳細規(guī)劃中落實海綿城市的方法,最終形成"量化海綿城市規(guī)劃目標—構(gòu)建海綿生態(tài)格局—規(guī)劃灰色、綠色雨水傳輸廊道—引導(dǎo)灰色、綠色海綿基礎(chǔ)設(shè)施及產(chǎn)流用地布局—構(gòu)建海綿城市控制指標體系"的融入海綿城市理念的控制性詳細規(guī)劃編制流程,并從規(guī)劃目標、土地使用控制、公共服務(wù)設(shè)施規(guī)劃、綜合交通及豎向控制規(guī)劃、綠地水系景觀體系規(guī)劃、市政工程規(guī)劃、綜合防災(zāi)規(guī)劃和海綿城市專章等方面完善及優(yōu)化了融入海綿城市理念的控制性詳細規(guī)劃編制內(nèi)容,以期為相關(guān)規(guī)劃提供參考。
【Abstract】 In recent years, sponge city has get more and more attention, how to integrate sponge city into urban planning is the research focus. The paper takes the extension area of Shuangliu county, Chengdu city as an example, bases on the formulation process and content of regulatory planning, summarizes the implementation measure, and forms a plan formulation process that "quantifies the construction goal of sponge city, constructs gray and green rain transfer corridor, guides the layout of basic facilities and runoff land, constructs the control index system", improves the plan formulation content from plan target, land-use control, public service facility planning, comprehensive transportation and vertical control planning, greenbelt and water system planning, municipal engineering planning, comprehensive disaster prevention planning, and the complementary section of sponge city.
